Essentially, the term "sell the sizzle, not the steak" means that, as a marketer, your job is to sell not only the product, but the "idea" of the product. Since there is competition in the selling of virtually every product, marketers/ advertisers must appeal to more than the practical needs of potential customers. In other words, you have to persuade customers to think that your product is somehow better than the competition...even if there is no discernible difference.
